These people are hindered by those who abuse the system. My students told me about families who literally give their kids such nicknames as "Big stamps", "Little Stamps" and "EBT".
It is much more profitable for their mothers to get more kids, collect child support from the fathers and help from the state than to find a job.
But I've seen the kids in the situation you describe as well, and it kills me.
